1. Constable Fuse, from Jin-Roh: The Wolf Brigade. ETA: Fuse would suck at Milliways for reasons laid out in a comment below. However, I think he'd make a splendid Apharsites character for someone who knew his canon well.
2. Camilla n'ha Kyria, from the Darkover novels by Marion Zimmer Bradley.
3. White Fang, from White Fang, by Jack London.
4. Sergeant Frank William Preston of the North-West Mounted Police, from Challenge of the Yukon.
5. Father Eugene Mackenzie, MI6's on-staff priest, from "Eleanor Rigby". (No, seriously. Of course he's writing the words of a sermon that no one will hear, and no one is saved at the funeral, etc. None of the people in his congregation officially exist.)
6. Aule, the smith of the Valar, from The Silmarillion. Similarly, no go on Ulmo.

4. Kull, from Robert E. Howard's King Kull, though if I were to app him I'd really need someone to app a Brule to go along with him.

I have been happy at both places- but I have been happier at Milliways longer, and the only way I could really pick up at Aphar again would be if I dropped Milliways or cut it down severely, which I would really rather not do.
