I was kind of thinking Preston's opposite would be someone who never, ever gets his/her hands dirty, instead sending minions to do things even when they repeatedly fail (well, other minions, after shooting the failiures) since Preston usually does EVERYTHING personally. Queen Beryl of Sailor Moon or some similar villian might therefore apply.
