Two parties of Mounties traveled over the Chilkoot to the Klondike in 1897: Inspector W.H. Scarth was in charge of 19 replacements for the original detachment, while Inspector Frank Harper, arriving October 1897, brought 20 additional reinforcements. The newly promoted Superintendent Constantine did not exactly welcome Harper's party with open arms. They arrived empty-handed to a detachment preparing for another winter of food shortages. Constantine claimed that even the four dogs they brought in were "small, ill-conditioned and of very little use." Nonetheless, Constantine managed.
