If it is large and gray and on the ground, on a wire, or in a tree, and you saw it out of the corner of your eye because it moved abruptly, there's about a 90% chance that it's a squirrel and a 9% chance that it's a pigeon, so you probably don't need to get all !! about finding the source of the motion in a hurry.
The remaining 1% chance is various birds of prey, which is why I can't rule out !! reactions entirely.
