Bank of China debit card, issued in China. Found it in Post Office Square Park here in Boston. Expiration date's in 2024 so it's not like it was old and got thrown out. It's got what I assume is a valid signature on it- it's in Chinese, but it's in the same spot on the card that an American bank would have people sign.
It's also a Despicable Me themed card. with Minions. Apparently that was a major merchandising thing a few years back.
I think I have to use their Contact Us web site; I tried reporting it via a New York branch of Bank of China, but they can't do anything about cards issued overseas.
ETA: Can't actually use the form on the web site. It asks me to input something, I can't tell what, in order to submit the form. I think it may be the equivalent of captcha, but not something I have access to.
Also, there's a logo on the card that I thought might have been the equivalent of Visa or Mastercard. It's some kind of Japanese payment processing firm. Unfortunately I can't call them to report anything, they say to report it to the issuer. So, back to the drawing board.
