Why proper comma use/grammar in general matters

The warning on my package of seaweed snacks says "This product contains a packet of Silica Gel (drying agent to maintain freshness and quality). Do NOT eat, discard, and keep out of reach of children."

I suppose that means eating it, discarding it, and throwing it into the middle of a preschool would be okay then.
