It's stabilized now. Outbreak Manager apparently started having some problems last night around 12:08 AM - I don't know why, the log merely complained that Outbreak wasn't shut down properly - and had been bouncing since. I don't know what caused the original problem but tweaking some of the antivirus stuff seems to have stopped the spasmodic reboots.
