Imageshack is pretty cheap. I want to say $20 $38 a year*. I don't know about privacy settings as I use it mainly for icons and/or visual references for pups.
The teacher of the beginning photo course I took a few years ago recommended 500px, and I made an account there using my non-fandom email, but I haven't really touched it since the class. I know I didn't pay anything to make the account, but there are paid options. I'm just not familiar with them.
I've just been using Tumblr image hosting (when I'm not using puu.sh, but that's only good for short-term hosting), but it seems to get rid of the files eventually if they're not being used in an actual Tumblr post somewhere, so between that and the widespread dubious attitude towards Tumblr's future I'm not sure if I'd recommend it as a long-term solution.
I quite adore Flickr. I've heard good things about Google Photos, and also about Amazon Photos, but ... I've been on Flickr long enough I just kind of stick there. :)
