He may be equating "curse" with "blasphemous profanity", which strictly speaking is taking the name of a god in vain & suchlike, and in that sense wouldn't extend to scatological ("shit") or otherwise vulgar ("fuck") expressions. But would include "damn". If he's agreed not to curse and said "damn", you've got him!
