It's actually one of the NPCs from the Half-Life games, a particularly manipulative and secretive SOB known only as 'the G-Man'. He has most of the classical MIB traits except that he dresses in the wrong color- he's got the pale skin and doesn't look or move quite right to be entirely human, and when he speaks it's with weird emphasis in all the wrong places and the occasional drawn-out or repeated syllable. But yes, he was supposed to look not unlike Oppenheimer, even though he was modeled on someone who isn't currently dead.
Vacation home? Bah, to get his mannerisms they sent anthropologists into the valley to videotape the locals and gave them orders not to come out until they'd all developed facial tics.
