They look around for the greatest experts they can find, only to discover that the wisest wizards in Britain and Europe can't seem to break through the magics involved. Arthur Weasley, on the other hand, has enough odd contacts to know that there's a number of Americans with skill in this kind of thing- admittedly, it's a partnership between wizards and Muggles, and a very odd one at that, but still.

And that is how the Ghostbusters wind up in England.
