They are doing some kind of construction project that involves very large machinery somewhere nearby.

It beeps a lot. The truck-backing-up beep.

Never have I wanted to dismantle a safety feature on someone else's equipment more.

One summer I was working third shift, had no aircon at the apartment, and in the lot across the street they were doing groundwork for a very large building. I know the exact sound you mean.

Headphones? You'll miss the birds, but it might save your sanity.

Thank the little grey gods, the sound stopped some time ago. Don't know if the project is done or if they're just working further away, I just know nobody needs to get murdered.
